There is no need for long instructions about making this construction. Metal plate is the base (from “Eureka” - old washing machine) should be heavy, about 3-5kg. Weld or screw float lever holder perpendicularly. Lever holder is made from L-bar, from one side screw grinder, on standard fittings, from other side – counterbalance.
Before cutting fix a detail with a claw flange, to make its base fix to work bench. If the detail is small or unhandy, put it in vice and then fix vice.
If you are really sick of modding and different handmade things (so do I), if you have a garage and cash you can think about more comfortable instrument – pneumatics. It works not from electricity, but on compressed air and you need compressor with appropriate power to work with it. It’s not cheap, it’s very noisy, but it’s rather powerful, has a great resource, doesn’t overheat, expendable materials cost less and work longer.

Pneumatics is not bigger than (maybe even smaller) electrical dremel, but it's ten times more powerful. All other things are the same: replaceable nozzles, different work tools and collet closing mechanism on a spindle. Here’s a piece of advice if you want to buy such things. Pneumatics engine is a micro turbine or slit-type rotor. These are the units of precision balancing, they work on high-speed and you should buy only quality devices, especially small ones. And ignore low quality cheap devices. Approximate price for these devises is 200$. There is a great range of small pneumatics instruments: grinders, screwdrivers, screw guns, dremels, different electrical polishers, staplers, electric hammers, different scissors, reciprocating saws, air chippers and so on.

Compressors for pneumatics need to be powerful (3-4kW) and productive, from 500 l/min, minimum value with receiver is 100 l.
These instruments need air preparation system. You need moisture separator and lubricant pump – a device that ammoniate air with oil-dust. These devices are not very expensive – around 40$.
